Overview Central Singapore CDC administers various local programmes to assist needy families and residents. The CDC also works closely with Voluntary Welfare Organisations (VWOs), government agencies and self-groups to deliver assistance for vulnerable families. Bright Homes Bright Homes is a programme that offers volunteer groups and community partners that are interested in collaborating with Central Singapore CDC, to assist in meeting the home-based needs of lower income elderly residents in the central district. Groups of 20-25 volunteers will visit elderly residents in their homes to offer basic services like cleaning, repair and organising activities for residents. Volunteers also help to do basic assessment and refer residents to the right social services. Training will be provided before visits to residents, and volunteers are requested to follow-up with visited residents. This will build rapport and make volunteering even more meaningful. This programme is open to all and not only to those within Central Singapore district. Rides to Day Care Centre for the Elderly (RiDE) RiDE scheme aims to make Day Care Centre services more accessible and affordable for Senior Citizens aged 55 years and above, by subsidising the transport fees incurred when elderly members travel between the selected Day Care Centres and their residences. The Scheme is available for low-income families residing in Central Singapore. The subsidy given will be a percentage of the actual transport fees and will vary according to the family’s financial ability to afford the fees. The maximum amount of subsidy is $150 per month. To apply, please approach your nearest Day Care Centre or Day Rehabilitation Centre. Note: Only selected Day Care Centres and Day Rehabilitation Centres are registered under this scheme. Safe Home A scheme designed to modify the home environment of low-income families in Central Singapore District, Safe Home helps to improve the home condition of the elderly and disabled. The scheme is targeted at Singaporeans or Permanent Residents residing within Central Singapore who have significant falls risk, handicap or disability and require financial assistance. The scheme will provide a staggered subsidy of up to $1000 for any home modifications required. To apply, approach your nearest Senior Activity Centre, Day Care Centre or Day Rehabilitation Centre. The objectives of Going Places are: - to generate and facilitate feedback to the relevant partner agencies on the accessibility of the physical neighbourhood, so as to help create a barrier-free environment; and
- To enable agencies to better understand the needs of the residents at the local level.
The pilot project was carried out in Whampoa Lorong Limau and Whampoa Gardens estates in June, 2006. A second run in Whampoa Division was conducted in November. A report containing observations and recommendations made by residents during the pilot walk-about was submitted to the partner agencies for their consideration. Since then, some of the recommendations have been implemented by LTA and Jalan Besar Town Council In 2 December 2006, Central Singapore Community Development Council (CDC) and Ngee Ann Polytechnic co-organised the Going Places @ Central Singapore: Seminar on Accessibility in Housing Estates for property managers from the different town councils in Singapore, grassroots leaders and polytechnic students studying facility management. Speakers from Handicaps Welfare Association (HWA), Building and Construction Authority (BCA) and Singapore Association of Occupational shared information that is useful for the planning for barrier-free housing estates. Going forward, CS CDC will conduct similar exercises in one RC zone and town centre in each of the GRCs in Central Singapore District and promote public education on accessibility in housing estates E3 Grant Central Singapore CDC seeks to Enable our community partners to Engage and Enhance the lives of our less advantaged residents. E3 Grants provides funding support for voluntary welfare organisations, volunteers and grassroots organizations to carry out projects benefiting residents of Central Singapore District. Successful proposals will receive a maximum funding of up to $10,000. Submission of proposals Please submit your proposal using the template provided. The timeline for the proposal submission is as follows: - For project funding in 2007, please submit your proposals by 30th October, 2007.

Click here for proposal template. Financial Literacy Programme – “Talking Dollar and Sense”
The Financial Literacy Programme is one of Central Singapore CDC’s key strategies to Assist the Needy. Talking Dollar and Sense is a financial literacy workshop which imparts budgeting and life skills to low-income families. The experiential learning style ensures that the participants have the opportunity to learn basic money management skills and good money values.
The Talking Dollar and Sense programme started in 2005. To date, 486 families have benefited from it. This programme has helped over half of the participating families to reduce their cash flow deficits or reduce outstanding arrears
Participants need to be referred by CSCDC Managers, Family Service Centres, Self Help Groups or MPs at Meet-The-People sessions.
