HOPE is an assistance scheme to help young, low-income families get out of the poverty trap by providing comprehensive assistance. Implemented on 1 January 2004, the scheme aims to enable low-income families concentrate their limited resources on education and skills upgrading. Benefits Each HOPE family will receive the following: - Educational bursaries, in addition to what is already provided for under Edusave. The amount disbursed are as follows:
- Preschool - $250 per annum (for mothers who do not work) and $2,000 for mothers with children aged 0- 6 if mothers are in full-time work# - with effect from 1 Apr 09.

Primary - $400/- per annum
- Secondary - $800 per annum
- Junior college/ polytechnic/ITE - $1,200 per annum
- University - $2000/- per annum
- Special education - $600 per annum
- A Conditional Housing Grant of $50,000. The grant will be disbursed in annual instalments to the mother’s CPF account;
- A training grant of up to $10,000 per family given over a 10-year period to enable parents to attend skills training. The grant is divided equally between the parents to encourage them to acquire new skills and enhance their employability;
- A one-off cash grant of $1,000, payable to SP Services, to help the family offset utilities bills;
- Mentoring support from a social service agency to guide the family and help them resolve any issues, and
- Cash incentives of $6,000-$9,000 to help couples with family life education, family planning and parenting skills.
Who can apply
- Married or is a divorced mother with custody of the children with 1 or 2 children;
- Either the husband or wife must be a Singapore Citizen, and the spouse must either be a Singapore Citizen or a Permanent Resident (PR) of Singapore;
- Monthly household income of $1,500 or below*;
- Age of the wife is 35 years or below** and
- Husband is employed.
*For families where at least one spouse has post-secondary education, neither spouse should earn more than $1,000 per month.This applies to divorced mothers with post-secondary education who must also be employed. ** For families where at least one spouse has post-secondary qualification, the wife must be between 30 - 35 years old. This also applies to divorced mothers with post-secondary education.
***This scheme will also be extended to widows
